Wasn't the entire Insoya chart EXTREMELY inaccurate for some reason? Thats what I remember hearing (though I don't know the specifics of the chart and didn't really look at it)
The ball delay just affects the delay between the appearance of the projectile from the start of the attack I believe. So while the stars all leave your claw faster, it has no real effect on damage and the delay between throwing another set is longer.
Shade Split definitely did not deserve that nerf though.
It's a change to the Enrage version of the skill.
As for the Buccaneer change, the only nerf they received is Fist Outrage does the same number of hits as Fist Enrage. Continue to enjoy your mediocre class.
So they'd release a new potential tier, and let Kannas, DBs, and probably Zero's have that big of an advantage over everyone else? I doubt it.
Sides, if they actually DO release a higher potential tier, Secondary weapons would be practically the only way to profit from it, as pretty much anyone that would consider upgrading already uses level 140+ gear. Well, save for those unfortunate top+bottom using warriors and thieves, and also folks who use common gear.
They probably accounted for weapon multipliers, and they didn't disclose how they'd gotten the %/s. Just look at the summarized %/s thread last page or 2.

That Meso Explosion change is nifty looking but I wish they kept the current animation. A black blob pressing down on a detonation switch is more appealing than yet another tornado, clone thing.
No idea what the "y" variable stood for in Prima critical, so can't find out what changed with it.
And wow, they finally remembered that Dark Flare existed.
It wasn't mentioned in the patch notes, but the new Double Lucky Dice hyper is called One More Chance. When you use Double Lucky Dice, there is a chance for the cooldown to reset, and your next roll will always be 4 or higher. I believe this always applies, regardless of what you roll. From what the description gives, it's a bit vague though, and it can be interpreted that if you're lucky enough, you could reroll two or three times as it says nothing about consecutive activations. The chance is 40%, but I believe Double Lucky Dice's double roll remains a static 50%. So if you roll something like 2/2, and One More Chance activates, you can reroll, where you're guaranteed 4~6 (probably 7 if you have that hyper too). On this reroll, there is still the 50% chance for a second roll, which I would assume to be 4~7 as well. I highly doubt the second roll is guaranteed to happen.
Any idea what the changes to prima critical and assassinate were? The link seems to be broken for the latter
you doubt it? i would believe it very easily, especially with zero coming, after all:
kaiser and AB came out, which enjoyed a third potential-able object for a pretty long time
secondary weapons only had potential for very few classes at first, these being dual blades and heroes, this lasted for how many years? DB's have been around since 2011 i think
when hypers came, only kaiser and AB had them too, then heroes. then everyone else.
nexon has no qualms with leaving previous classes in the dust (for some time)
