Rags to Riches quest not showing up for Deputy Star?

So I'm trying to get a Deputy star for my poor ol' ranger at Arcania. I finished the 1st part of Bigfoot's Toe, HH's Head, and Lucky Charms. Didnt repeat any. Also cleared Cleaning up the streets and I have the -Continued part available, though not sure if I cleared it before.

The problem is, the Rags to Riches quest which I need to do to get the Deputy Star doesn't show up. Anywhere. Not even on available quests.

What do?

It was removed a patch ago. You can no longer obtain dep stars.

You still can cwkpq and get a MoN later on, but for lower characters... that's too bad.
