It's a combo of guild exp buff (i think it's +5%), elven blessing (10%), and dice 6.

The first storm growth they gave last month or whatever had the same option. Then they Nexon'd people by removing that option for the second potion. Now like nice insane people they have once again added the option for the third potion. Gota love Nexon.
