We've stated in multiple pages that the bottom two lines have a very small chance of receiving primary bonuses instead of their usual secondary bonuses. Granted, that's been lost within these X pages.

Go look through my hundreds of screenshots and you'll stumble upon primary bonuses ending up on secondary and tertiary rows. It isn't that rare. Just that good bonuses are rare already, and looking for primary bonuses of the same type (like all %dex) makes the already small chance even smaller.
