I believe it's an accessory of sort with base stats at +2 to all AP.

Can't help but feel bad about the shield everytime I look at it. So much potential wasted due to my impatience.
Still had this wand on mule from my zak solo and found a 30% in FM and just felt like scrolling and it worked after that I worked 5/6 60%'s.
