It's a comparison of 21% att and 50% boss. If Cross Surge at full hp gives +100% total damage, then your new potential may be exceptionally better. I'll leave the calculations to someone else since I have to leave now, so in the mean time, provide your current %att, %boss damage, %total damage, and %hyper reinforce damage (only if applicable) sources excluding your cane's potential.
Or just do it yourself:
Potential A (70% boss): ((1+%att)*(1+%boss+%td+%hyper+0.7))/((1+%att)*(1+%boss+%td+%hyper))
Potential B (21% att, 20% boss): ((1+%att+0.21)*(1+%boss+%td+%hyper+0.2))/((1+%att)*(1+%boss+%td+%hyper))
And see which yields a higher number.
General rule I use is if you have over 200% boss/total dmg, every 1% atk is around 2.5% boss, so in this case, the after potential is better. However, in more complex circumstances, since it is best to even the ratio of % boss and % atk to get maximum damage, it's kinda situational. If you are planning to cube your bonus to % atk, then I might keep the boss %. Since more % atk you have, more it depreciates in correlation to % boss. Moreover, I don't know how much phantoms innate %boss/total dmg is since there's variety of skills, so my judgement may be really off. Judging by the time of the post, you probably already came to your verdict.

Went with the % attack since I'll be putting 25% nebs one of these days on my weapons. % boss from RA/Gollux and the new class' % boss should put me way over the normal amount of % boss anyway
One more idea to add: %att tends to show a huge "jump" in %increase in damage at the initial stages when you have little to none to begin with. This phenomenon is rather prevalent due to the fact that everyone is naturally deficient in %att; it's more difficult to obtain, and it's not innate for most classes. Nevertheless, you should not be misled that two lines of %att will always trump every other combination of potential, as it also has a capacity (where it begins to yield a diminishing increase).
It is therefore completely plausible for two lines of %boss to be superior to two lines of %att, for example, even if you have a large amount of innate %damage to begin with. It is also important to note that %boss and %att come in different "bulks" (30/35/40 versus 9/12 at legendary), which allows for a certain degree of flexibility in different scenarios (such as tolerating a loss in %damage when you cubed with Hero's Gloves in mind, but ended up with Mu Gong's Gloves for the week).
This idea can be extended to a comparison of %stat and flat +stat boosts, and bonus cubes are a great way to provide these immediate and/or long term "fixes". In the end, if you want to optimize your character, you need to take a holistic approach; see what you have, recognize what you're lacking, and make a conscientious decision.
The relative values of potential lines are constantly changing (so long as you keep upgrading). Black cubes provide you the luxury of keeping existing potential, so you can always aim for an instantaneous %increase, no matter how small, without risk.
Whether the cost is worth it, however, is a different topic of discussion.

sorry guys, I am not quite sure. But I don't think it consumed it. Not sure cuz i didn't pay attention to the quantity of the cubes because I was too busy being shocked.
It happens when you don't have enough room in your use inventory to receive a cube fragment. It does not consume the cube.
