Updates for Nexon Announcements

1. Regular users can now post announcements
2. All announcements must have a prefix
3. The default date cutoff for the board was changed to 30 days.

I'm assuming it's a warn/infraction if you post something that's not a Nexon Announcement?

I thought regular users already could post in the announcements; unless that was because a mod moved it there.
