Except I've been throwing searches into Google regarding a new elemental multiplier. Got nothing.
While we should get the post-Union multipliers verified, for now I'd say they're just rumors.
Basic (GMS) Dual Charge works as (Skill%) * (Charge% + 12.5%)
Throw a 1.5 multiplier on the applicable charge for advantage, ex. (Charge%*1.5 + 12.5%*1.5) when you have dual advantage.
