I saw this on the news as it was happening.
It's kind of funny that the ship "sank" and is still 3/4s above water lol
i thought big ships like these would get tugged into a harbor//shallow water

A different article i read said that the boat was in no danger of sinking anytime soon, and that the 3 who died jumped off the boat and tried to swim.
He's being held hostage by his pet rock, so tugging it away is probably no option on the short term. This probably also is the reason why it didn't sink fully yet, I can't imagine it'd be so steep near that rock that an entire cruise ship could sink.

They do tug big cargo ships into harbours, no idea if they do that with cruise ships too though.
First thing I thought of when I saw the title was TOR. I've been reading forums bashing Bioware too much. All hands, evacuate TORtanic! ;-;
The captain even had the nerve to lie about it, saying he tripped and fell onto the lifeboat. What a prick.
