It's always been the case that you have a small chance of obtaining a potential line for a higher rarity, at a low success rate.
The lines don't decide the rarity. The rarity decides the highest likelyhood of the lines.... with a very small likelyhood of higher rarity lines showing up.

No, you haven't, because getting 6% on the first line of a rare item CAUSES it to go epic.

This is why I haven't bothered trying to upgrade past 3% toward my Paladin's strength on most of his equips. It's too much money/work to get anything better.

Same thing on my Pally, except I stopped at 6% epic and didn't even bother trying to Unique.

I'm willing to bet there will be a 4th line potential or a rarity rank above Legendary (which will have a pink outline on your equip).

If it rolled for the lines THEN decided on the rarity based off the first line, you'd see stupid crap like 3% str on the 2nd/3rd line of a unique 71+.

Unless they went and did a roll for the first line, then assigned a rarity then did two more rolls for a 2nd and 3rd line. Which is by far much more tedious than a simpler: roll for rarity, roll for slots.

So if i want a 6,9,12% what lv my item should be? 100+ 71+ 121+?

In this patch, the maximum amount of stars on an item when using an Equipment Enhancement scroll was increased from 10 to 15. Protect Shields (Shielding Wards) now work on an item for up to 12 stars.

So has anyone realized how futile it is to use these cubes? Next they'll have Hyper rank then Ultimate rank then Omega or some other nonsense.

yes, but before they do that, they'll nerf potential again, then bring back what they took away, and then some.

Also:

Once an item turns Legendary, you can only use Master Miracle Cubes on it.

Just like the normal cubes, you get a Master Miracle Cube Fragment when you use one. You can trade in 10 for a Silver Stamp, which adds a third line to a 2 lined item at a 50% chance, 20 for an Advanced Item Enhancement Scroll, or 30 for an Epic Potential Scroll, which can be used on a Rare item to change it to Epic.
