Making a character with a lot fewer stats than normal is pretty easy these days, even with lack of funding.
For example, with the recent patch in GMS, the alchemy profession allows you to Fuse equipment together, which may result in a potential item- Once you have a decent amount of money to afford the NPC equips (or if you could fuse low level common equips), you can fuse them together for a chance at potential stats. I've done that with level 40 thief gears and made pants that have +5 all stat potential and + 2 dex clean. Also once you get to a decent level, you can make an extractor for people to use to disassemble stuff. By charging a decent price for a while, you may even make a profit off of it!
Stars are pretty common these days as well- so common in fact, people would rather drop the lower attack ones. Key point of assassins- quantity >> quality. Someone may have 2 sets of steelys, and you may have 10 sets of wooden tops. Who is going to train longer?
I'd also save a bunch of money and just level up. Since the beginning of my buccaneer, I've managed to save up to 100mil just from looting and selling the equips i get at an NPC. You may also want to hang around the profession town to loot the "crappy" items people drop- funded jewelers are often just dropping their crafted rings, and even if they don't apply stat bonuses, they provide you other stats like defense and avoidability (and your equip inventory will look fuller

)
You have some high priced items you are aiming for. Save up a bunch of mesos to buy a zhelm or level up enough to join a friendly guild that will boss run with you. Just from those connections alone, i've managed to get a free targa helm, a free mark of naricain, and a bunch of my skill books.
-Get as much free stuff as you can- loot anything and everything.
To make money training,find places where you can snipe things with L7. you'll only use a few potions to loot and to attack.
