It's a NPC called Papulatus, part of 4th job quest.

fk only monster was so easy, i could get the 1000 points in like 10 days or so, now need study NPC's name

Pretty new. When they took away the umm... apple-head training camp and brought back Maple Island, some of the quests changed. And it's not the first quest in the game (my bad), but still pretty close to it.
