To clarify what some others are saying, this message is coming from your monitor itself. That is why you can't take a screenshot of it. Your computer is trying to display the MapleStory images, but your monitor isn't showing them because it doesn't like the signal it's getting.
The purpose of the SETUP.EXE program is to go through various frequencies and graphics modes until you find one that works well. When you say "YES" to it, it records that setting in your game configuration, and MS will use that graphics mode the next time it starts.
If Setup has changed your graphics setting, but that doesn't help when you actually start the game, see if there is something else on your system that could be overriding it. For example, on mine I have an NVIDIA control panel, where I can specify graphics settings for individual programs if I want to. If you have something like that, check to see that you don't have any settings saved for Maple, or clear them if you do.
