Yes. An Ice mage would do 0.75 times the normal damage they would do, both with lightning or ice.
It'll do as it says. If any bishop wears ANY of these staffs or wands, their holy damage would be 0.75 times their normal damage. Meaning, you'll do 3/4 of the normal damage you should be doing.

So anyone can equip anything, but it would benefit you more if you used one for your respective job. If it does, I'd love to have one of those Lukless Wands for my Bishop.
