That's because of the way each damage formula is set up. Bowmen have a lower skill percentage (Strafe - 100%, Lucky Seven/20 Triple Throw - 150/140%).

100 + 100 + 40 + 100 = 340
v.
150 + 100 + 40 + 100 = 390
140 + 100 + 40 + 100 = 380

When you factor that skill percentage already makes a huge difference because of the Lucky Seven/Triple Throw formula, it isn't very surprising. Not that bow/crossbow skill percentage doesn't make a huge difference, but not as much as Lucky Seven/Triple Throw.

There are only two ways to make it more effective for bowmen.
1. Change one or both formula(e)
2. Make Sharp Eyes fundamentally different - make it apply to different classes differently or have it give the caster of the buff some other bonus

Also, this is ONLY skill that makes bowmen particularly partyable. You may want to consider that a factor - it changes bowmen from "Eh, you can come because you're my friend" to "WHERE THE BOWMEN AT?!" If it wasn't so useful for the main DPS class at bosses... I'm sure you get the picture.
