It's broken when you compare lukless vs luk. It's feeble when you compare a night lord buffed with sharp eyes.
I don't really think game designers think about these things when they put the game together.
It's funny how they know element amp would make blizzard and meteo stronger than genesis.. So they gave genesis a higher spell base to "balance" it. But they didn't make genesis cost 2x mp to cast. So now genesis is just as strong and half as costly.
They knew that ice strike's freezing ability would make it more overpowered than explosion. So they made explosion stronger. And then for some reason, they made explosion slower too to "balance" out that explosion has a higher spell base. I guess they forgot it's already balanced since ice strike can freeze.
