It's used to freeze a mob before you Torpedo it or used to freeze a single monster while you Cannon it. In those situations, the extra 18% damage on Splitter could help you kill a hit sooner or make a good chance to KO more reliable. Flamethrower, even though it benefits more from the 4 points than Ice (22% instead of 18%, and more burn damage because of the extra power), it's used far far less throughout the Corsair career.
