I would recommend maxing Ice Splitter and getting 26 Flamethrower. In my experience, sometimes Ice Splitter is the difference between a 2HKO and a 3HKO. Thus, it should do as much damage as possible.
And if anyone still doubts that Gaviota is useless...I maxed it and I regret it big time. The damage difference between level 15 and level 30 isn't worth the extra SP. I'll be resetting Gaviota into Flamethrower once I start maxing Elemental Boost.
