The only time I messed with FA it seemed to be taking about 0.4 seconds no matter what weapon speed I used (+24/60 to normal attack, I guess) I didn't try it too much though, and I didn't get every speed (BWs only seem to come in 3, 5, 6, 7 - I do have a DK with maxed polearm FA now but I didn't at the time).
Without Booster on the other hand, there was a noticeable difference in speed of FA between weapon speeds. So I dunno if I just missed it with booster. I do know that booster speeds up a slow FA tremendously. The Leomite without booster is almost laughably slow :x
