The piece of time is confirm to be dropped at Dragon Scale/ Dragon Spirit rate, the reason why it's common in MSEA because Asiasoft increased the drop rate.

* The drop rate of the “Piece of Time” has been adjusted higher.
* Drop item option is increased:
o Master Monsters will drop better items compared to regular monsters.
o Boss mob will drop better items than Master Monsters.
Hell yeah!!! 12 Piece of time now, 33 more to make another reverse lampion.
