NLC/Zip ... I know those at least give Ele Wands/Staffs but I can't remember which one gives out the wands and which one hands you over some staffs... My guess would be NLC = Staffs and Zipangu = Wands.
Oh and for all I know Ellinia gach could give them out as well but rarely anyone ever gaches there...
