No, some stores are making it to where they only activate the download when you pre-order Black/White.

Someone told me that the post-gen pokemon transfer is done in a regular poke-center so I'm not sure, I hope you can though.

You have to beat the Elite Four to transfer Pokes other than event Raikou, Entei, Suicune, and Celebi

I don't really get why anyone would want to transfer old Pokes for their ingame play through anyway when there are a bunch more new ones you can try
