Chicago police say they don't believe a man beaten in an assault broadcast live on Facebook was targeted because he was white.

Police spokesman Anthony Guglielmi said Thursday morning that charges are expected soon against four black suspects. Guglielmi says the suspects made "terrible racist statements" during the attack, but that investigators believe the victim was targeted because he has special needs, not because of his race.

Guglielmi says it's possible the suspects were trying to extort something from the victim's family.

Video from Chicago media outlets appears to show someone off-camera using profanities about "white people" and President-elect Donald Trump. Chicago Police Superintendent Eddie Johnson said Wednesday that the victim has mental health challenges, and he called the video "sickening."

Guglielmi said police are working with prosecutors "to build the strongest case."

Gyeonggi Bundang Police said Monday that they are reviewing an arrest warrant for the 33-year-old Chinese national surnamed Lee.

Lee is in Korea on a three-month visitor permit. The car he drove belonged to his older brother, who lives here.

Lee admitted to the wrongdoing and told the police that he had been angry that he had become addicted to games created by the company. He said he had committed the act on impulse, after drinking.

Lee’s blood alcohol level was over the legal limit at around the time of the incident. He does not have a valid driver’s license.

Could MPs block an EU exit?

Michael, from East Sussex asks an intriguing question - could the necessary legislation pass the Commons if all SNP and Lib Dems, nearly all Labour and many Conservative MPs were in favour of staying?

The answer is that technically MPs could block an EU exit - but it would be seen as political suicide to go against the will of the people as expressed in a referendum.

The referendum result is not legally binding - Parliament still has to pass the laws that will get Britain out of the 28 nation bloc, starting with the repeal of the 1972 European Communities Act.

The withdrawal agreement also has to be ratified by Parliament - the House of Lords and/or the Commons could vote against ratification, according to a House of Commons library report.

It adds: "If the Commons resolves against ratification, the treaty can still be ratified if the Government lays a statement explaining why the treaty should nonetheless be ratified and the House of Commons does not resolve against ratification a second time within 21 days (this process can be repeated ad infinitum)."

In practice, Conservative MPs who voted to remain in the EU would be whipped to vote with the government. Any who defied the whip would have to face the wrath of voters at the next general election.

One scenario that could see the referendum result overturned, is if MPs forced a general election and a party campaigned on a promise to keep Britain in the EU, got elected and then claimed that the election mandate topped the referendum one.

Two-thirds of MPs would have to vote for a general election to be held before the next scheduled one in 2020.

• The MP for Batley and Spen, is in a critical condition after being shot and stabbed several times in her West Yorkshire constituency. Witnesses said the attack occurred after the MP became involved in an altercation involving two men near her weekly advice surgery. A Labour source confirmed Cox was shot and stabbed after she had concluded the drop-in session for constituents at about 1pm.
  
• Cox suffered “serious injuries and is in a critical condition”. She was taken by helicopter to Leeds general infirmary.

• “He was fighting with her and wrestling with her and then the gun went off twice and then she fell between two cars and I came and saw her bleeding on the floor.” The whole incident lasted about 15 to 20 minutes, Abdallah said.
  
• Another eyewitness, Clarke Rothwell, who runs a nearby cafe, told the BBC he believed the MP had been shot and stabbed multiple times. He said: “Three times she was shot, the initial time which then she dropped to the floor and two more times. The third time he got close proximity he shot her round the head area. In the meantime he was stabbing her as well, he was stabbing her with his knife.”
  
• A police spokesman said officers were called at 12.53 to Market Street, Birstall, “where a woman in her 40s had suffered serious injuries and is in a critical condition”.
  
• He added: “A man in his late 40s to early 50s nearby also suffered slight injuries. Armed officers attended and a 52-year-old man was arrested in the area.”
