I can't figure out what the heck to do, I have the Coded Communique but all the NPcs keep telling the same thing, talk to each other...wtp?

It's glitched atm. You should be able to talk to Elpam Gorlab when it's fixed.

That's not needed for the marker. You need Lukan's first though.

You just need the Stormbreaker badge quest to unlock the marker quest.
