I keep hearing rumours about them dropping in Neo City, but as far as I've ever known it's only been available from Gachapon. Is this just more misinformation, or has it been proven that they actually drop there?

I believe they dropped from Royal Guard Type S, the same monster who dropped Energizers, Unfortunatley, Nexon removed that map, along with the monsters within.
unless some other Neo City mob drops it, i dont know.
