You have to relog to get it to appear.

If there's no Hot Time, then there's no AP Reset.

You have to be lvl 13. I did it on 4 Jett characters and 13 was the minimum. Basically, you have to get the Mysterious Letter quest. Once you do, relog and you will get the book icon.

I just got a second box. I was on my BaM, on whom I opened the first box this morning, and suddenly I get the book and accept the box. I open it, and boom, all the prizes all over again. Not even mad <3
