Look under pools D and E.

Combat Orders = Lvl 70.
Advanced Bless and Speed Infusion = Lvl 120.

4th job skills: 120+ equips
3rd job and under skills: 70+ equips

Then I suppose you can apply your "logic" to decent HB, which HB being a 2nd job skill implies that decent HB is obtainable on a lvl 30 item. Which...we know that such "logic" doesn't work that way.

That's not even correct though... level 70 equips are 2nd tier and can get decent HB.
