If they don't mind losing their American audience entirely, sure.

American ISPs would still be forced to block non-American sites, it's not implemented in a way you can just get around by moving the server. The main stated intent is actually to prevent foreign piracy sites from being viewed inside the USA.

Considering he used the internet a lot in his campaign and isn't that old, I don't find it too surprising.

There is still ways to circumvent that, but doing so would be considered illegal if the bill where to pass i think.
