I'm much more like a journalist or news reporter or analyst than you think. It's like asking a journalist, "Why are you reading between the lines and figuring out the facts before you publish a story?" Seems baffling to me.

Is Tespia generally impossible to launch through GameLauncher? When I run gamelauncher it logs me into GMS.

Well, the last time, you couldn't run it though the site, due to some error. Before that, though, you had to run it through the site. It depends on how they do it this time. I'll laugh my ass off if we're forced to use the GameLauncher.exe, since a lot of people seem to be having a good variety of different problems.

If Nexon hasn't post an announcement telling you to get in there, then no.
Hence the entire "pre" concept of these notifications.
