chairs is to JMS as hats are to EMS? When i saw that weeny hat, i loled, and i saw that horned bandanna, and thought that was weird, now pimp newb hats? I wanna kno what the other hats look like..

Seeing as the items are class restricted and and not for beginner class, it's obvious that it's meant to be beginner as in new people, who BEGIN the game, and not beginner class.
Edit: If you look closely you even see "Beginner Warriors Hat", "Beginner Rogues Hat" etc. etc. and NOT "Beginners Rogue Hat" or something like that. So yeah, your arguments are invalid.

It is also worth mentioning that we have the training quest that have the word "Beginner," such as "Beginner Thief's First Training Session."

Exactly, making your first job advancement doesn't magically make you no longer a "beginner" in a sense. There's not much of a point for beginner specific equips, so they give them to your job advancement to help you get to 30.
