Inability to scroll locked items

I have several items that are permanently locked on my account. I want to potentialize them, but it says I can't. It gives me this message:

"The seal on this item is too powerful to use a scroll on it."

What the hell? These item locks are the bane of my gaming.

Adding to scrolling locked items;
You can't Vega scroll locked items. I tried to Vega 60% my locked shield 2 1/2 months ago, it wouldn't let me(gave me an error). A week or so ago, I Vega 60%'d Sam's shield with the same type of scroll, on the same type of shield, and it went through with scrolling.

guess you'll be using that cash shop potential scroll.
