That's about 1 sievert per day; in other words, each worker will have at most 6 hours of work in such exposure before he has to be forced to leave the scene. Pretty severe.

Considering the fact that is is 250msv per year, only 6 hours before the worker would need to leave the scene for a year. So yes, severe.
That is unless they allow more for one year (standard was 50msv max in one year as long as the average of 5 years was 20msv), but even 2.5x 250msv is not going to give the workers a lot of room to work.

Not saying that it isn't dangerous amount of radiation. Just that it would seem like a smaller amount of radiation for people who know about this stuff.

About 30 times normal is dangerous - iff you're exposed to it for an entire year of 30x normal.

Taking off from that, about 250,000 times normal is dangerous - if you're exposed to it for one whole hour.

If you did see a radiation meter jump to 100,000+ times normal, you should probably be moving very quickly away from it, and you'll be fine.

To add onto Stereo's figures, this sudden spike in radiation was believed to be due to radionuclides with short half-lives that rapidly decayed in a short amount of time. If this is true, there shouldn't be any long term damage to the environment, even though the radiation level is quite daunting (you start to die atte 2 hours of exposure).

Just for clearance, Tokyo has still a radiation level which is lower than Oslo, Norway. Which is like, the other side of the world.
