My guess is the 2nd, since they're removing permanent items on the 1st. Sure it's not the normal patch day, just a guess though.

At least Nexon is honest about their sales this week.

Considering no one in Southperry really takes the time to read what's supposed to be a silly "this is what you missed" notice, I don't see the problem with poking fun at it.
