As far as I can see, I don't actually see the changelog for 1.10 on mizuumi.

As I play Reimu, I immediately noticed her teleport is red and her purple seals (236c with skillcard) hit multiple times. Gonna go test Fantasy Heaven for the lols.
That reminds me, a friend of mine helped me test a few cards when 12.3 first came out. Here's one.

EDIT: Feel free to poke through that directory too Yup, Fantasy Heaven is the same. It seems Reimu received only minor changes, because I can't find anything else. I guess I could check some of the spellcards I don't normally use, but that's about it. Maybe I'll find some people to play later.
Unfortunately, I'm the type of person that can't really play more than one character at a time well (this goes for any other fighting game too -- most notably SSBM), so I just choose one char and stick with him/her. And I do loves the miko.
EDIT: Oh um... is there an english patch yet? I haven't been paying much attention lately.

From what I heard, changelog isn't going be really detailed for this patch. "Fixed major bugs" and vague things like that. People on doujinstyle have compiled a changelist for the time being. Some changes were already made to specific characters pages.

-Able to cancel bullets into other bullets much faster (?)
-Gust fan (default 236) - projectiles move faster when used from the air on ground.
-Thrust Sign "Tengu's Macroburst" - Now shoots a tornado below her.
-Illusionary Dominance - Start-up also has a hit-box. More "dashes" to ensure the opponent is hit as mny times as possible. Extra dashes at the bottom also ensure the opponent doesn't land, though the final hit may still miss.
Sakuya Izayoi:
-Buriallusion "Phantasmic Killer" - It has a new animation and can also do a lot more hits. The spell also comes out faster. It can hit for 99 hits at close range, but the damage output is low. Air-usable.
-Crossup Magic (def.623BC) - hits and ends faster, throws you to the ground vastly fast after its done.
-Propelling Silver (alt.623BC) - slowly expands and then collapses before ending.
-Sense of Thrown Edge (alt.236) turn gray for freeze duration, faster activation by time out.
-Parallel Brain (alt.236) - less knifes faster animation more damage per knife
-Vanishing Everything (def.22) - faster(?), ground version greater distance with level.
-Time Paradox (alt.22BC) stalls longer between 1st and 2nd hit and limits 20% each hit instead of 40% for the non illusion, second target dosnt go if first one dosnt hit.
-Square Ricochet (alt.214) - overall faster and 3rd bounce homes a good deal to target.
-Misdirection (Alt.214) - first knife no longer hits, chargable (unsure if at all levels)
Sakuya's Special Stopwatch - summons about 2x more stopwatches.
Youmu Konpaku:
-5B more lag, longer to HJC
-6B more lag, longer to HJC
-j2a now has a startup delay and end lag. The lag at the end of the move can be canceled into her B moves, range is also nerfed.
-5C now takes much longer to HJC out of.
-2C bullet range nerfed, no longer "shoots out more bullets/rotates more" duration is now the same for both 5C and 2C but 5C has a longer range.
-Netherworld Reflection Slash (default 236) larger, lost the level max bullet from 1.03, increases size as you level up
-Phosphorus Spirit Slash (alt 236) - new animation, looks angled, at levels 3 and 4 they have a trailing effect, now able to HJC faster than before
-Slash of Life and Death (default 214) - b version of this seems to be the same as the original, c version is the slow, but longer reach swing.
-Strange Half-Body (alt 22) - smaller bullets initially that get larger when lvl'd up, bullets now have a waving/squiggly effect when traveling.
-Heart Carving Cut (alt 214) - new animation, alot less pink flare, and has trailing sakura petals, much larger startup time and has this weird sliding effect at the end.
C version no longer does multiple hits or juggles. The sliding effect at the end swings you on the other side of the opponent.
-Enlightened Sword "Rise from Delusion" - does zero spirit damage.
-Soul Cutting "Ascension to Nirvana" - Spirit damage reduced to only one
Patchouli Knowledge:
-Autumn Edge (default 214) - cosmetic change; B version looks like the original, with the blades closer together. C version creates them much further apart, with a blind spot in the front, essentially creating a V-shape formation.
-Flame Sword (alt 236BC) is now a 2/3 hit combo depending on button used (B gives 2, C gives 3) Levelling increases range of slash? 20% limit per hit
-Conjuring Swords (alt 214BC) fires swords one at a time rather than all at once (Can still hold them)
-Philosophers Stone has a different startup animation.
-Silent Selene is now symmetrical? (all the lasers go around in one co-ordinated circle)
-Royal Flare does less hits(?)
-Royal Diamond Ring now spawns a ring that extends outwards slowly shooting the same bullets as before, much better than original damage-wise (3900 after my first try)
Yuyuko Saigyouji:
-66B now makes the opponent go directly down to the ground, groundslams on CH.
-J2A now applies 5% limit per hit.
-4A now has 5 additional frames of recovery.
-J6A recovery greatly increased, can no longer air tech or cancel on miss.
-C wisps have less lingering time, but also travel slower.
-JC/J2C will have you descend slowly instead of being suspended in the air.
-6C Travel distance increased.
-B bullets will lock you up slightly longer before allowing you to HJC.
-Dance of the Butterfly Dream (default 623BC) now launches the opponent forwards, almost to the opposite corner of the screen.
-Dance of the Butterfly Dream: Hitbox size increased at Lv3.
-Dance of the Butterfly Dream: Activation speed decreased.
-Spirits that Died Well (alternative 214BC): The initial wisp that Yuyuko launches travels much more faster upwards, making this move potentially more useful.
-Sphere Bloom (alternative 214BC): The C version has changed; now Yuyuko does a big leap backwards, (not unlike her backflip 623BC skillcard) leaving a trail of dots in her way. Not sure about this version's usefulness.
-Delivery from the Deceased (alternative 421BC):After this move connects for the first time, a tiny wisp will appear from the contact area of the attack, and it will chase the enemy until the end of the match. This wisp can hit the enemy for a low damage, but its hitbox dissapears quickly. If you connect this attack again, a new wisp will appear, (you can have up to 8 wisps in the screen) and the unactivated wisps will gain their hitboxes again. Further research on this skill will be appreciated.
-Reverse Screens(flip): Hitbox size increased at level 3. Recovery greatly increased. Can no longer be spellcanceled.
-Sense of Elegeance: Recovery time greatly reduced.
-Eternal Wandering: Activation time speeds up with level.
-Life Limit "Ticket to the Netherworld" deals much less damage. Around 3000-3500.
-Lost Again "Gensokyo's Hell" now doesn't launches your opponent that high upwards. It's easier to combo after doing it.
-Psyche "As the butterfly flies": Can now be used in the air.
-Sakura Sign "Sense of Cherry Blossom": Damage increased.

-J6A: Increased recovery
-J2A: Now hits twice. Each hit has different properties.
-66C: Activation speed greatly decreased. Slower roll.
-2B: Launch height on counterhit greatly reduced.
-6B: Comes out slower, travels slower, bullet density reduced.
-C Bullets: Increased recovery time.
Skills
-Spectre -Dense-: Increased recovery time. C version is slower.
-Oni Spirit Bomb: Will now fall if charged in the air. B version will launch a slow fireball when charged. C will launch a fast fireball. Level changes the speed.
-Gnome -Dense-: C version's height has increased.
-Fire Oni: Does not split at Lv1. Splits into up to 8 fireballs at max level.
-Spectre -Thin-: Cannot be used in the air at Lv0.
-Unpleasant Mist: Teleport area reduced, but you have more control over it.
-Thin Oni: Can now be charged.
-Gathering Oni: Character sprite will now appear infront of the black hole instead of behind it.
-Kidnap Oni: Speed when leveling increased?(unconfirmed)

-Bound Spirits of the Earth default 23B/C) wisps don't seem to have any hitbox when they spring up, but do when they come down.
-2C charges and has a new sound effect.
-66B slides farther
-2B start-up delay
-5C will be canceled out if another 5c is thrown out. However, the canceled 5c will stay in place where it was canceled for 6-7 seconds, leaving time for a 2C explosion.

-6C, j.6C, j.2C, and Spirits of the Firm (default 236) have new charging animations.
Iku Nagae:
-f.5A, 6A, 3A, j.2A, j.6A, j.5A, 66A, 66C, and possibly some other moves have graphical changes. They can now see our hitboxes.

-6A cosmetic change - Iku does a swipe in front of her, with wind effects.
-Dragon Fish's Strike (default 236B/C) - larger hitbox
-Veils like water (default 623B/C) - B version is now like the old SWR C version, except it's air blockable.

-Electrostatic Guided Missile (default 214B/C) Bigger and brighter at level 2.
-Veils Like Wind (alt 623B/C) - B version lasts a long time, C version lasts less than B version but is way larger. Ignores the opponent.
-Angel Strike (alt 623B/C) - B version is the same as before, C version has a bit of startup and is a full-fledged grab.
-Dragon God's Lightning Flash (alt 214B/C) Seems to be slower, less dense, more spread and less bounce.
-Dragon God's Whiskers (alt 22B/C) - C version activates as fast as B version, and still lasts a long time. However, this time leveling increases the amount of hits. At level 1, C version hits 6 times, and at level max, it hits 12 hits. B version is four hits on all levels.
-Lightning Sign "Elekiter Dragon Palace": Deals less damage.
-Jewel Sign "Pearl of the Five-Clawed Dragon" Grows as time passes
-Thorn Sign "Thunder Cloud Stickleback": Still lasts five seconds, but has eight ticks now. As such, it ticks faster.
-Dragon Fish "Swimming Oarfish Shot": Less bullets, has pushback, smaller duration.

-8A change: Now moves Sanae slightly forward.
-B bullets change: The wall of bullets will contract inwards over a distance.
-Sea Opening "Moses's Miracle" able to combo off of 66C
-Fortune Packet Toss (default 22B/C): Faster recovery/HJC time(?)
-Earth Goddess: Iron Wheel (alt 214B/C): Faster, Suwako's hoop now spins a full 360 degrees around her body.

By the way, what's the tier list look like? I don't think I've ever actually seen it. I don't mind a 1.03 list, I just have no idea other than that Alice and Suwako suck.

There's no actual list so far. The list way back when touhou 12.3 came out was as follows:

I like how so many of the characters are so close. I have heard a few pros (magist3r and some others whose names I don't remember) say that that list is BS for one reason or another, and they say Yuyuko is top tier. Still, the fact that it's open for debate means that the game is generally balanced, which is cool.
I can't see your second image at all, and a spoiler would be nice too. Assuming you're not terribly far from the East Coast, would you be interested in playing in the near future? I can host~

FYI: One of the main resources for TH10.5 and TH12.3, SWRSWiki @ Mizuumi, is going to be removed by February 1st - the site's owner is no longer interested in hosting it. Fortunately there's already a few mirrors of that information up ( including one here @ Wikia). I am also going to establish a filedump as well, which will include what's available on Mizuumi as well as other stuff (like installers for the rest of the series and the like).
EDIT: Filedump is set up here. Right now it's only a mirror of mizuumi's filedump + a self-extractor for TH12.3 1.10, but I'll be putting more stuff up here for people. NOTE: This is still fairly new in DNS, if it doesn't load for you, try it again a bit later.
EDIT 2: If you wish to have me host other Touhou games on the mirror, simply suggest it here. If you want to have me host replays on the mirror, PM me.

I wonder if he's going to upgrade the engine again since, in his last "off" year, there was a huge engine upgrade from 9 to 9.5.
