tengu, and anego. an if your pap party is weak, then pap too. and anytime you want to slow down a monster (like if youre at himes and want to cc).

slow is pretty unique, i wish i had gotten it on my fire mage now. i still might reset some sp w/ mts nx to have it even though i hardly play him any more.
butterfli covered it pretty well. escape/dodging and bossing. its not a skill youd use while training cuz the effort it takes to cast isnt really worth the trouble. but you dont train all the time.

I can't stress the importance of slow. In the higher levels, many monsters move rather quickly, and you'll want to slow them down so that you can mob more easily.
If you're bossing, assuming you're at Pap, you won't be able to KB him constantly (unless you max thunder spear (IL) or magic composition (FP), but then you kinda screwed up your build because those two moves suck). You'd want to slow him to prevent him from cornering you too quickly. When soloing pap, there was this one time I forgot to slow him, and he cornered me, jumped me, and ran right into me.
Also, if you ever plan to solo Tengu (black crow), you better have slow or you'll end up dying after being chased all over the place. In a sense, slow gives you more room to fight. (Check my siggy for my black crow solo.)
Slow also helps for Anego. There's this barrier she can't cross and it's annoying when she's moving too quickly because she will move out of range and then back in range, which means you can only hit her half the time.
In Bodyguards and "the Boss", slow helps initially, before you aggravate him. Slow gives your party the chance to kill the spawn around him before you KB him.

I love partying with mages who have slow, fighting against pap and giest rog. It can turn a frustrating fight into a piece of cake. I've never tried slow against crow like the others mentioned. I'll have to try that next time.

Personally I love slow. Primarily against bosses like pap, gheist, and crow. I haven't tried it on anego since i stopped training my ice mage. (Might have to go try that for fun.) I've never made a firemage so i cant speak to that topic, though from what I understand slow helps them a lot for training, but for a funded ice/lit mage, I would strongly suggest skilling lit first, maxing slow, and only putting 11 points in cold beam. Once you have icestrike its doubtful you will use coldbeam at all. As always, your build depends on what you intend to do with the character and how high you plan to lvl it.
