The description of lithning charge says :lvl1 MP -25 Damage 101% 6% Elemental boost 12 Second Duration
Does this mean that I'll only get 1.01*1.06*normal damage when attacking a lightning weak monster?

It should be additive, so on neutral, its 101% damage dealt, and on lightning weak, its 107% damage dealt.
