I'd have to disagree. In terms of gMS, one of the few things they managed to 'do' right was making CWK. :^| The music was supposed to be different, not similar to other bgmusic from other towns, etc. Which is why it sounds more 'rockish'. In terms of storyline-wise, I'm unsure, as I never bother reading. However, there are people on SP.net that might also disagree with you, because some of these people enjoys CWK's storyline.
CWK is more mysterious than most of the crap I've seen on MS because of it's unknown origins and interesting bosses and what-not. CWK can always 'expand', where as most other areas such as:
-Henesys
-Kerning City
-Orbis
..is pretty much done.
