It is really hard to confirm a 20% change in drop rate, unless you had a lot of data from before, and can collect a lot now.

I doubt we'll ever know for certain if it really is 20% increase

I think it's 3 per day, there's no time limit between. Amos tells you to come back tomorrow after 3 APQs.

Good if you're lazy, otherwise, not so much if you try to get four.

I got 2 apples my first time, didn't do another two though.

I got a chocolate basket for doing one of the valentines quests, are these like safety charms? I forget.

I have issues... I went on a month long Onyx Apple hording.
My schedule was
First-12am Second-6am Third-12pm Fourth-6pm
Repeated... for a month... It worked though. I saved around 6x apples by the end, I only had one married character.
This 3 Consecutive Tickets Per Day thing is convenient for people who want to get their APQs out of the way first, and train without distractions later.

I wouldn't pay much attention to what the NPC said without further proof. Can anybody confirm it?

well, that is part of it. If you're trying to get the APQ ticket, you don't want to go far from Amoria, and that's hard to do at any reasonably high level.
