They're going for ~50mill at the moment in FM. (Still dropping in price rapidly; Went from 500 > 150 > 100 > 50mill in just a few days, lols.)

Deflation is bad. Means there is more stock then demand. This means more then likely, everyone's equips will be perfect, and no one will need the scrolls anymore, so they will keep deflating becoming useless. Sad, seeing as they give the effects of a 10%. Nexon should hurry up and fix the glitch if it really is one. Which as stated before with SS proof, is a glitch.

Well at least it's only 1 scroll and it only helps mages and hp washers. Would be a lot worse if it was an attack scroll for a popular class like claw or bow.
