Elemental Staffs/Wands % not working?

It works on Spears, there are screenshots.

I stand corrected. Slightly confused as to why spears wouldn't change unless...spears didn't change. They must have changed.

But 30% boss isn't applied regardless of what weapon it's on.

Are you sure this isn't because people aren't understanding how PDrate works? Most mini-bosses have a PDrate of 25, with boss damage, you'd do 97.5% of your regular damage to such bosses. I'm fairly certain that boss damage works as is; people just keep calling false alarms due to lack of understanding.
