Luigi's back and he's trolling Mario Party 3

I don't get it.

Are the players all AI controlled?

Basically all the characters are controlled by CPUs (the computer/system) while Luigi is being played by a player; just that the player is doing absolutely nothing. The system automatically makes a decision once the countdown is done.

Pretty interesting series though.
