The typical rule of thumb is, as stated earlier, to scroll cost-efficient (i.e., scroll whatever is cheapest while simultaneously the best for your stats to scroll).
The tough thing about shields is the looming anniversary event. The whole shield market was thrown out of wack this year because Maple Shields didn't drop, nor was the Maple Leaf upgrade system implemented that can make Maple Magician Shields (essentially Maple Shields, just with +2 INT base). Without those, the market rose to the prices of shields you see now.
With the anniversary coming again so soon, it may just be best to scroll the cheaper things now (earring INT scrolls seem to be down a lot), and wait for the event. Personally, I've bombed over 1-2b of shields and scrolls trying to make a Maple Shield before I, on a whim, made my current 9/18 shield.
It's just awfully hard when things are so expensive, and so unless you are swimming in mesos from a recent 12 att PaC sale or something, now's probably not the time.
