S-rank Evan card works fine for my Shadower and Phantom. It procs every HIT, so using Midnight Carnival or Ultimate Drive basically means I never run out of MP. I ran through Dojo using BStep+Assassinate once just for kicks; I quickly ran out of MP. One BStep+Midnight Carnival and my MP was at like 1/3 again. The cooldown appears to be for the "double effect" regen, there is no limit on the regular regen.
