Perfect weapon? No.
Illegitimate gear with tons of attack? No
80% or more main stat? No.
HP Washed? No.
Max traits? No.
Can this player beat boss X solo or in a party of equals? If yes, the boss is easy, if no, the boss is hard.
Of course there are degrees to this, but in the end it would be retarded to base it on the tiny fraction of players that are illegitimate or throw money at the game. There must be bosses for the entire spectrum, but the norm kind of have to be based on some version of average.
