I mean, if I were to ask you what level the Mansion is, you would tell me 30-60, not 30-101. Same for El Nath, Ludi, etc. Typically for a single area, the boss is substantially higher than the highest leveled ordinary monster. The only place this doesn't really hold up is Aqua (Pianus being 110 and Cold Sharks being 102, not a huge difference.)
Then again, if this expansion is two areas (as I predict it will be, Crimsonwood and an as-of-yet-unnamed Ninja town, perhaps even more) then it could be that there are other bosses mixed in (for example, the end of the ninja area might have a level 80 boss [this is a random number], but Crimsonwood's would be much higher.) No one said there had to be just one boss.
