Maybe I've been listening to too many Christopher Hitchens debates...whatever. It's still disappointing.
That would naturally lead to the question of, "how have do you determine what the 'right thing' is?"
But, no, fear of punishment isn't nor should be the only reason someone should follow rules, but, for plenty of people, it is the primary reason, subconsciously or otherwise.
Where there is order, there is personal safety.
On a side note, I have no idea who Christopher Hitchens is, so the allusion went over my head.
