I agree with you on some level, but this has been around too long and become too widespread to warrant a carpet-bomb-style perm ban on anyone who owns or has owned one. If this was nipped in the bud, well before everyone and their maple-grandma had one, then sure, hammer away.
On the other hand, I do wish Nexon enforced some kind of negative consequence that showcased their anti-hacker policy, since right now they seem like they just don't care. I believe that Nexon should be more willing to temp ban a month or even a week for these kinds of offenses. With temp bans, none of the time, effort, or money put into your character(s) is really lost and noone has to play appeal-ban lottery, clogging the already backlogged system. Another good thing about temp bans is that it won't make hacking a one-way road. Instead, it says, "You did wrong. Here's your punishment. You can come back and try to play things straight after it's over." The only issue I can think of with temp banning is cash item expiration, but Nexon has already shown they can extend these timers.
