As for Europeans not being able to make new accounts, I'm sure they have friends that would be willing to start an extra account for them.
Unfortunately that doesn't work either. They actually cannot log into accounts created since the release of NLC (When the Euro-block was put in place).
When they try to log in it gives them a message window referring them to the EMS site.
