Actually fixing the problem would be a huge job, and quite possibly impossible with the current code. It's probably a huge mess, mixed up and coupled in stupid ways, and changing something in one place probably requires changes in a gazillion other places. And they would quite possibly need to completely redo the way that packets are handled. The client has far too much power over the server. The fact that social factors in KMS make it work there is completely irrelevant to GMS, it's a different culture playing it and it is ran in a different way. It is simply not going to work in the US, and even hiring more staff might be too little too late as so many people now know how to exploit this game and aren't going to stop anytime soon.
I remember the guild hack where people could randomly join guilds and then kick everybody including the leader? If the server actually did some validation checking and didn't just believe everything the client said, that never would have happened...
