Nah. They probably made up their minds to make him a man. After all, Female Aran is nowhere in sight during this whole charade anyways.

 And as for Evan...

Then again, neither is Evan, but Evan is a farmer's child who don't have the money to bribe his way into the Cygnus Conference (he's also not paid his fines for aiding the Black Wings - a serious crime in the eyes of Cygnus, I'm sure).

Even if it was an accident, during a time of war, that's essentially treason at worst, aiding and abetting at best. He's still a criminal either way - they just chose to give him probation. /joke
